Study On The Situation, Problem And Solution Of Public Participation In Public Policy Making With Micro Blog

In public policy making process, public participation has alwaysbeen an indispensable part. As an important form of consultation anddemocracy, especially with the global wave of democratization today,public participation is applied widely all over the world. The goodinteraction between public participation and government responsecan work together to improve the scientificalness of governmentdecision-making. It can also better improve the governmentmanagement in order to achieve effective governance of thecommunity. With the further development of the internet andtechnology, seeking advice on micro blog is gradually entering the fieldof vision of the government and the public.Compared with the traditional public participation, seeking adviceon micro blog offers a direct opportunity to expressing the views onpolicy issues for a large number of ordinary people, through theplatform of free speech. For the government, seeking advice on microblog to participate in public policy making is good for the constructionof the Sunshine Government, the promotion of scientific anddemocratic decision-making, the improvement of the relationshipbetween the government and the public, the protection of publicpolicy-making environment.From the study of two cases, this thesis analyzes the status andproblems of seeking advice on micro blog to participate in publicpolicy making. Nowadays, there are some problems during seekingadvice on micro blog to participate in public policy making: theaverage value of the information is low; the information content isfragmented; it encourages e-utopian; it leads to a wider uneven insocial information capital.All the problems above are mainly due to the low threshold for network access, the complex management of internet, the diversity ofmicro blog users, the confusion of mixed information, the lack ofgovernment supervision, the inappropriate response to public opinionsand the "digital divide" caused by network technology.To solve these problems, and to improve the seeking advice onmicro blog in public policy making, we should take methods in severalaspects as below: Firstly, improve the network service platform ofseeking advice on micro blog in public policy making, including thecontent of micro blog, the means of expression and the commercialoperations. Secondly, reform the content of the audit system; establisha self-regulatory mechanism of micro blog and the user responsibilitymechanism; speed up the implementation of the NRNS; open API andterminal expansion and improve the user associated mode. Thirdly,promote the construction of an inter-departmental synergies andintegration; plebeianize the government information; widen thechannel of listening to public opinions relying on micro blog; establish aspokesman of government micro blog; improve the disclosure system ofgovernment information and solve public policy problems ofasymmetric information. Fourthly, improve the relevant laws andregulations; optimize standard of freedom of expression; strengthen themonitoring and early warning on public opinion of micro blog and carryout positive and effective interaction guidance. Through theseeffective ways, we can promote our public participation in publicpolicy-making toward a more scientific and healthier direction, with thehelp of seeking advice on micro blog.
