During the30years since the Reform and Opening-up policy was carried on, theeconomy growth and the social progress of Guangdong Province have made historicbreakthrough. Especially the Pearl River Delta with an enormous economy gross and in theway of fast developing, is now speeding up to form a better modern industrial system. Thereality of the development proves that the conflict between the advancing reform and upgradeof industries and the lack of skillful technicians becomes the obstacle of the acceleratingforming of the modern industrial system. Therefore, vocational education is extremely needed.On the other hand, while observing from the angle of the inner structure of the educationsystem of Guangdong, the development of vocational education is in a weaker positioncomparing with the compulsory education and higher education; it is now become a weak linkin the education system of the province. Nevertheless, in vocational schools, the leader teamsand the cadres, who undertake the major force in the advancement of the education work, theyplay an important role in the reform, construction and progress of the schools. Their art andabilities of leader teams as well as their competency directly determine the situation ofdevelopment and the further development of the school and even the scientific sustainabledevelopment of Guangdong. Hence, how to strengthen the buildup of the competency ofleader teams in secondary vocational schools has become a focused issue and one of theimportant point and difficult point is to continue to develop and consummate the system ofappraising the leader teams and cadres.This dissertation takes twelve secondary vocational schools which belong to theProvincial Education Department of Guangdong as examples. From the aspect of facts study,it sticks to the problems of the appraising system of leader teams and cadres, explains its basictheories, analyzes the present situation, problems and deep-seated causes. Focusing on thefields of the principles of the appraising systems of leader teams and cadres, appraisingstandards system, appraising results and the proper use of the appraising results, this studywill put forward a series of suggestions on the consummation of the appraising system ofleader teams and cadres based on the summary of the experience of those in some developedareas as German, the USA, Japan, Jiangsu Province and Changsha, Hunan,combining thepractical truth of the current situation.
