With the development of social and economic, our own wishes of run our own affairs decisions are gradually intense. Meanwhile, as the changes of city management system and housing property rights system, new owner hierarchy appeared as a key link between people from "unit" to "society". By the trend of development of Chinese cities, the owners will be the basic unit in the communities and cities. The owners’democratic awareness and democratic ability are fully trained, which involved in the owners’meeting, election of the owners’ committee, participation in decision-making and oversight process, therefore, the owners of autonomy should be become the origin of the grass-roots democracy.Desire and demand of owners’ autonomy are much more intense, because of the nature interests correlation on building differentiation ownership. The owners’ autonomy is prior to traditional residents’ autonomy which based on the property; this field is in the ascendant. But most of them from the private law point of view. Scholars rarely illustrate the problems from the political perspective of grass-roots democracy on how the owners’ autonomous operation, and also rarely from this perspective to analyze how to improve the ability of owners’ autonomy.The article based on the theory and case method to analysis, complemented by an appropriate amount of legal provisions to expand the article discussing. The beginning part introduces the topics of significance, research conclusion and research methods。The second part briefly describes the basic theory of the owners of autonomy, including the connotation nature of the owners of autonomy and theoretical basis. The third part says the owners’autonomy and democracy form, including the owners rights who act as a consumer and as an autonomous body; the owners autonomous democracy mainly analysis four aspects, the democratic election, the democratic decision-making, the democratic management and the democratic supervision.The fourth part is the most important of the article, mainly discussed the legal, institutional and operational problems of owners autonomous and illustrate the reasons.
