With the collapse of Soviet Union in1990s, the “heart zone” of the world wasdivided into “vacuum” as well as the re-discovery of the energy resources of theCaspian Sea, which makes the Central Asian region become the “Chess Board” formulti-lateral players and the “battle without smoke” for the big powers to fight forenergy resources. Besides, the corrupted political and economic reform, soaring socialproblems in the Central Asia nurtured the radical groups and provided fertile groundfor the foreign Islamic networks, and militant organizations. With the eruption of“9.11” events in2001and the spread of terrorist organizations operating inAfghanistan, the status of Central Asia was greatly improved in the global strategy ofUS, and further triggered the “dark war” fighting for the power vacuum in the scopeof the whole world. As for EU, Central Asia is the extension of EU in the sense ofgeography, the direction of EU in the sense of politics, the neighbors of EU in thesense of security, and the resources base of EU in the sense of economy. The thesissets the European Union and Central Asia: Strategy for a New Partnership asbackground to analyze the new development of the EU-CA relations. This thesis ismainly divided into three parts: the first part will discuss the drivers of the NewStrategy from two perspectives--EU and Central Asia; the second part will analyzethe new developments of EU/CA relations in the fields of economics, politics, securityand cultural education in detail; the third part mainly evaluate the actual effects of thebilateral relations and explain the intervening obstacles that they are facing. The finalconclusion of the thesis is that the development of EU/CA relations at the level of“restrain” and “mild” owning to the multilateral intervening obstacles.
