The Problems Existing In The College Student Village Official Policy Implementation And Countermeasures Research

The policy of guiding and encouraging college graduates to grassroots employment, serving socialist new countryside construction is a decision of great significance which was made by the Party Central Committee and the State Council from the overall situation of the development of the party and national undertaking. Since the implementation of the college students’village official policy, it has taken16years to increase the number of village officials. In the background of the construction of new socialist countryside, the college students’village official policy is endowed with lofty strategic significance which was acted as a driving force of implementing the scientific concept of development, accelerating the democratization process as well as training organizations at the grass-roots level and government cadres reserve talented person, at the same time, this policy has its realistic meanings to solve the lack of talent shortage in the new rural construction and to increase the employment of the college graduates. After16years’experience of implementing, the college students’village official policy has become more and more mature and as well received wide recognitions. At the same time, college students’village officials have made great achievements for their passions, industrious attitudes as well as their efforts. However, there still have been some problems which could not be ignored during the policy implementation, such as the lack of legitimacy, stability, and policy, corresponding mechanism is not sound; the deviation during the implementation process; and village officials’psychological predicament to involve themselves to the current situations, etc. To solve these problems, according to the investigation of the present situation of the policy implementation in XX county in Yunnan province, this thesis tries to employ the process theory, that is, Smith Model, to analyze the problems and provide solutions to the college students’village official policy from the perspectives of the problems existed in the policy itself, the problem policy executives have, the problem the policy target group have and the environmental impact of policy implementation. Thesis also attempts to use specific case to describe the reality of policy implementation of college students’village officials, further.put forward the measures to solve the problem in policy implementation, for instance, the improving college students’employment mechanism, training management notions mechanism, the evaluation mechanism and incentive mechanism and withdrawing mechanism; the improving the policy executives’ comprehensive qualities and the policy identity; efforts to change policy target groups’ ideas and optimize the environment of policy implementation, etc. With such measures and detailed analysis, this paper expects to give a reference to the effective implementation of the college students’village official policy to construct the long-term mechanism.
