| Fair allocation of public resources, not only concerns the use efficiency of these resources and the sustainable development of social economy, but also represents the fair management and the fair core values of modern governments; it is not only an important component of the country’s combating corruption and building a clean government, but also an efficient path to safeguard the social public to enjoy the public resources right. Because of the undefined property rights of public resources, the absence of property rights, the imperfect of profession admittance mechanism, the incoordination of market competitiveness as well as the flaw in public words power, many corruptions occur in the current process of allocation of public resources, its main performances are as follows: abusing the public authority to seek individual personal gains, authority abuse in bid inviting, auctions and listing, abusing the public authority to seek department benefits. Therefore, controlling the corruption in the process of allocation of public resources becomes a necessary means to further advance the "marketability" allocation reform of public resources, block the public authority social stratum to rent-seeking, guarantee the public nature of public resources and its service function.This thesis aims at the problem of corruption in the allocation of public resources to conduct a specially thorough and systematic research, holds the domain (public resources) and the procedure (allocation stage) that corruption is easiest to occur, uses the theories of Coase’s definition of property rights, privatization of public services, cost-income as well as principal-agent to qualitatively analyze the corruption in the process of allocation of public resources and explores its formation mechanism from political, economic, social cultural and individual factors. On the basis of taking successful experience from America, Britain, Singapore, Hangzhou, Zhuhai, Xiamen and Hong Kong, the author proposes the concrete ways to control the corruption in the process of allocation of public resources, including:the reform in allocation mechanism of public resources, strengthening the allocation management of public resources, optimizing the allocation assessment of public resources as well as improving the regulatory system of combating corruption and building a clean government. This research is to further reform and improve the allocation procedures and means of public resources, enabling the government’s function to allocate resources to obtain a fundamental transformation, finally integrating a systematized theory frame of characteristic research on the corruption in the allocation of public resources in order to provide policy-type suggestions to realize the dual goals of improving use efficiency of public resources and preventing corruptions in governments. |
