Study On The Citizens’ Online Political Participation Under The Governance Perspective

After entering the21st century, the network and communication technology is developing rapidly. The internet as a kind of new media provides a new ecological environment and channel for citizens’ political participation. And the internet also produced tremendous influence on citizens’online political participation. It has played a positive role in promoting the construction of government and civic democracy. However, because of the network is a double-edged sword, it also appeared various problems on the process of the citizens’online political participation development, such as the disorder of political participation, anarchistic thoughts and so on. And it has produced adverse effects on the orderly development of our socialist citizens’political participation and our national political stability. With the governance theory’s development in the world scope, it stresses the cooperation between the government and citizens in the management. And it broadens people’s view on the government construction and social development. It also provides a new perspective on our citizens’online political participation and has a positive meaning on guarantee the citizens’political rights, then promotes the construction of socialist political civilization.This paper tries hard to examine the status of citizens’ political online participation, the problems of citizens’online political participation and the reasons of them with the base of governance theory. It combines some real cases and the results of survey to this paper. At last this paper will attempt to find out the way to solve the problems of citizens’online political participation,The first part introduces the research background of this paper, the significance of choosing this topic, the status of domestic and foreign research, as well as the structure of this paper. The second part of this paper firstly explains the governance theory, the political participation theory and the citizens’ online political participation’s concepts. They provide the theoretical foundation of citizens’online political participation. The third part describes the relationship between the governance and citizens’online political participation, and introduces the necessity and feasibility of our citizens’ online political participation under the perspective of governance. The forth part describes the status of our citizens’ online political participation, the problems of our citizens’ online political participation, the reasons of them with some real cases and the statistical analysis of the survey. Then it summarizes some problems of citizens’online political participation, such as the digital divide, the citizens’ quality is not enough, the imperfect construction of the e-government and the citizens’ irrational participation. Then, by in-depth analyzing, it points out the reasons contributing to these problems, such as the unbalanced of economic development, lack of legal, the differences between citizens and the impact of traditional political culture. The fifth part introduces the citizens’ online political participation in foreign countries and these countries’ governance experiences, such as the United States, European and Korea, in order to inspire the way to solve problems of domestic citizens’online political participation. In order to promote its orderly and healthy development, the last part explores ways to solve the problems of citizens’ online political participation in government, citizens and network media, specifically include accelerate the network infrastructure construction, perfect the internet’s legislation and supervise system, change the governance ideas of government, set up high efficiency government websites, waken people’s citizen consciousness, improve the citizens’ political and cultural qualities, construct the cyber ethic and morality, enhance the network media’s construction and so on.
