Village elections are subject to our laws and regulations and to protect thevillage-level self-adjust the body’s internal elections, or grass-roots democracy inChina is an important system is implemented, it not only reflects the people are themasters of the essential characteristics of socialism, but also to fully mobilize andplay the majority of farmers active political participation, initiative and creativity. Atthis stage, village-level elections have been generally carried out in China’s vast ruralareas together, and made a lot of money results, a strong impetus to China’s ruralgrass-roots democratic process.However, the village has been gradually carried out directly from the exposedsome problems, such as vote-buying phenomenon abound; township governmentmisconduct; elections flawed one hundred; clan disputes interfere with the electionand so on. Of these problems have many causes, this article from the perspective ofrational choice theory, Buchanan, using olsen and two representatives of the directelection of village-level research to analyze the many difficulties that the rationalchoice of the voters under behavior distortion; rational choice candidates under themotives; rational choice under the strong control of the township government; rationalchoice under pluralism role of village cadres. Promote village-level elections inpractice, is related to long-term development of rural society, in order to establish fairand equitable environment for the grass-roots democratic elections, improvedvillage-level elections rules should include the following aspects: First, to develop"village committee election law" to restrict the election personnel, political behavior;Second, the development of "village autonomy" in order to reduce the interest of thecandidates look forward to bribery; again, into the criminal law in combating thebribery range thus increasing the cost; Finally, the village election system, theintroduction of "selective incentives." Improvement or change by rule to regulate andrestrain people’s behavior, and punish criminal conduct elections.
