The definition of human resource management reflects the esteem of the concept of human capital, along with the evolution of management theory, one of the most macro, the clearest path is to establish "people-centered" management thinking, perhaps Hawthorne experiment can be counted as a starting point for the research. The external physical environment is not the only factor restricting the action of members and the inner subjective mental factors become more and more important. Accompanied by the evolution of organization and management theory, management efficiency as incentives become one of the core elements, the subjective power of the members has become an unavoidable issue, even to certain extent, the organization’achievement highly positively correlated motivation level of the organization. This conclusion was established in profitable enterprises, and the public sector in pursuit of public interest is also equally applicable.With the New Public Management, the two seem to show a higher degree. Study the incentives of the members in the public sector shows practical significance. Inefficient government has been criticized for the majority of people, including Buchanan’"government failure",Parkinson’s law which both reflects this low efficiency, all this gives us the energy to explore blocking factors to exert our effects to govern for the people in an administrative purpose.Incentives for members of the employees is relatively high in enterprise studying,especially in west,The study largely originated in the1993civil service reform, according to the reform,the instutition of civil servant instead the traditional personnel system, as a turning point in China’s administrative efficiency. With the gradual improvement of the civil service, incentives need to be gradually carried out, to solve stimulate the promise of administrative civil servants. However, the specific and systematic study about the civil service incentive mechanism is not very full, the existing theoretical and practical results mostly limited to only few points,All call for the systematic research in order to improve the situation.. This study commenced in the above background and the essay closely centered on the word "incentive".Current situation, problems, measures counted the core guidelines. The author makes full use of the theoretical methods in the thesis writing process,in addition to literatural analysis,comparative analysis. This paper focuses on the following parts:the first part is an introductory part, in this part the author tries to do some preparatory work, which including retrospective and definition about basic concepts of the previous research literature collection,laying the groundwork for detailed statements. Chapter Ⅱ gives full attention and research to incentives, including the concept of incentives, the main function, ways and means, the incentive structure, function and basic principles; Chapter Ⅲstates the status quo, from history and reality two different angles to expand the obstacles incentives; ChapterⅣ on the basis of the problems,making use of literature analysis and field interviews to understand the current public sector. Chapter Ⅴ, considering the countermeasures,specific obstacles, from the perspective of behavioral study and organizational management to solve the problem of motivating factor that exists in the human resource management, to stimulate the organization staff the potential to enhance the management efficiency of the ultimate serviceto the construction of service-oriented government.
