Legislative hearing system opens a door for the public to participatein the legislation. As well as making the lawmakers get information widelyto improve the quality and efficiency of the legislation, theestablishment of legislative hearing system make the public opinion beexpressed, democracy be realized and interest be coordinated.While, Originating in foreign countries, the hearing system in ourcountry is still at the primary stage. The legislative hearing rules ofdifferent provinces and cities are not unity. No matter the content isspecific or brief, a series of problems exist.This paper focuses on the participants of legislative hearing system.The introduction explains why the participants of legislative hearingsystem is chosen to be researched, introduces the academic researchsituation nowadays and the research methods of this thesis. In each chapter, current situation for both textand practice is introduced, then the problems are pointed out and at last,advices are given. The author thinks this is a good way to introduce andanalyze the issue.
