Probing Into University Administrators’ Corruption From The Perspective Of Rent-seeking Theory

As the cultural symbol of a country and nation, higher education plays an important role in the entire education system. Higher school, a special institution in higher education, has long been considered a piece of pure land, shouldering the responsibility of the talent training, scientific research and social service. However, some of the social corruption began to spread to the education field in recent years. The problems of corruption and bribery of some cadres in colleges has highlighted and become a general interest, producing serious influence on the education system and even the whole society. Relying on the rent-seeking theroy, the paper tries to elaborate the problems of corruption, to analyze the causes of rent-seeking corruption and to explore the effective way to solve the problem.First, on the basis of analyzing rent-seeking and corruption, this paper tries to analyze the concept of cadres corruption in college and to define university administrator as subject, the power handed by university administrators as object of the corruption.Second, depicting the present situation, characteristic of corruption in college, this paper points out that in our country are increasing, showing the features of serious nature and degree, hidden characteristic, and that the subject of corruption tends to be complicated, with the characteristics of high education, high professional title and high position. Analyzing the corruption of university administers, from the angle of the rent-seeking theory, the paper believes that university administers’ corruption is actually a behavior of rent-seeking corruption, an unproductive behavior, an two-way rent activies between university administers and other stakeholders.Third, this paper studys on the subject, type, form, system environment, and the harm of rent-seeking corruption in colleges, and explores the reasons of college cadres’ corruption. It points out that the interventions of government as well as the defects of the college management system produce the objective condition. Moreover, it indicates that the subjective reason of rent-seeking corruption in colleges is the driven characteristics of "economic man". Finally, from the view of reason, this paper puts forward strategys to avoid the college rent-seeking corruption----prevention, supervision and punishment.
