In China today, public opinion on Internet is an important channel for Chinese social classes express interest demands the exercise of the rights of citizens and new social class is an important force of China’s economic and social development, to carry out research network public opinion of the new social strata to participate in and guide mechanismnecessary. Therefore, create a new social class of public opinion to guide mechanism has also become necessary to conform to the trend of network development initiatives. Ideological education principles and methods of building a network of new social strata of public opinion to guide mechanism including:the direction of the principle of people-oriented principle, to solve practical problems in the principle of combining the principles of democracy and to ease the law, typical of the Model Law, the excitation method, self-education law.
