| The urban-rural disparity has been the universal phenomenon since the urban-rural areas appeared in the development of mankind, and it refers to the differences of the economic level, cultural level and social economic relations between urban and rural areas. Since reform and opening-up, the China’s economic has gained distinctively achievements, and gradual enlarging tendency of the Chinese urban-rural disparity has appeared in the aspects such as economy, politics, culture and society development in detail. Excessive urban-rural gap not only influences the rapid and healthy development of the national economy, but also affects the social and political stability, which has aroused wide concern in social circles.The gap between urban and rural areas is more obvious in economically backward regions. Xinjiang locates in Northwest China, borders eight countries around it, and is a region where a number of nationalities live together and a number of religions exist side by side. With the rapid economic development in Xinjiang, the urban-rural disparity has become increasingly prominent. If we let the gap go unchecked, it not only affects the implementation of Xinjiang’s strategic objectives of building a moderately prosperous society, but also inevitably affects the long-term stability of the whole community. For the moment, Xinjiang’s urban-rural disparity has attracted more attention of our state and local government. In2010, the strategic target of great-leap-forward development and long-term stability in Xinjiang is put forward by National forum on work. Then, it is positively significant for Xinjiang’s economic development and social stability to study the urban-rural disparity in Xinjiang under the background of great leap forward in development of Xinjiang.In this paper, with the guidance of Marxist theory of the urban and rural areas, based on the studies of urban-rural disparity at home and abroad, according to the requirements of applying, analyzing and resolving problems, using research methods of combinating history with reality and theory with practice, we describe the present situation of Xinjiang’s urban-rural disparity, analyze its reasons, and promote some practical countermeasures and suggestions for shortening the gap between urban and rural areas in Xinjiang. The main contributions are summarized as follows:Firstly, the basic theories about narrowing the urban-rural disparity of Marx, Engels, Lenin and Stalin are introduced in this paper. And we also summarize and overview the thoughts of Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao about shortening the gap between urban and rural areas in China.Secondly, this paper illustrates the status quo of Xinjiang’s urban-rural disparity in such aspects as the urban-rural income, education, social security and culture, and analyzes its causes in the aspect of history and reality, including market economy system, the dual structure in urban and rural areas, the level of Xinjiang industrialization, decision-making system of national policy, the geographical conditions and regional culture in Xinjiang and so on.Lastly, guided by the scientific development perspectives, according to the regional situation in Xinjiang District and the basic understanding of innovation and solving problems, this paper proposes some practical countermeasures and suggestions for narrowing the gap between urban and rural areas in Xinjiang, such as changing policy orientation to improve the dual structure in urban and rural areas step by step, coordinating urban-rural development to promote the construction of urbanization in the rural area, enhancing the rural development capacity to increase the income of farmers, and accelerating the construction of a new socialist countryside.Though there are special reasons for the urban-rural disparity in Xinjiang, it is still agreement with the general laws of change in the urban-rural disparity that the gap will first widen and then narrow. Today, we are faced with new opportunities for development and challenges, and it is not only necessary but feasible to narrow the urban-rural disparity in Xinjiang. Narrowing the urban-rural disparity in Xinjiang is a complex social system project and a long-term and arduous historical process, which needs the co-efforts of the government, urban and rural areas. |
