The Local Government Credibility Reconstruction After Sudden Mass Incidents

The extensive of sudden mass incidents let the local governments, the masses and social into meditation, the reason causing the public discontent or query, and eventually led to the trust crisis. One of the typical example is the event occurred on June28,2008in WengAn named "6.28" event, which launched a series of academic research work on the original reason lead to the sudden mass incidents, and for after govern are too few. This article is aimed to focus on credibility reconstruction path and effectiveness after the sudden mass incidents happened, and mainly take an analysis on WengAn event, hope to get an effective method by use this local government’s reconstruction result for reference.In preparation phase, this article is mainly using the way as a combination of questionnaire and interviews for the local people. And get the specific factors influence the government’s credibility and expectations from the people through take the analysis of data. And through compare the certain active that the local government has do or the way and the result after sudden mass incidents to analysis that they have achieve the inter-trust during rebuild path before there is no such kind of method, then they can only get the result by trying, and fortunately they have raised the citizens’ sense of security from59%to96.92%, in other words, that government was succeed for rebuilding trust, and that is why the study method could accept.In this article the chapter1is based on guiding the research background, importance and such research domestic and overseas, and also introduced the method and probably creative points; chapter2is focus on relevance concepts and basic theory; in chapter3,the analysis for reality of Wengan event is for discussing the local government’s trust rebuild; and then, the suggestions and methods for rebuilding are expounded from three different aspects which included the attitude、 pattern and method are concluded in chapter4;the conclusion of this paper is the final part.This paper gets the point by take the academic scholars’research as a reference, it thinks that it is the responsibility for local government to rebuild the credibility after the sudden mass incidents, the people can build their trust for government again only by the government give them a trust as premise, and including each social groups’mutual trust, the government’s credibility can rehabilitate only in the case of the local government had really do the things, and then can get the possible.
