The governmental responsiveness has gradually become the focus of Public Administration and it is the essential part of the new-born public management theories. The construction of service-oriented government impels an urgent shift in the governmental functions, which cannot simply set its goal upon some adjustment and amendment to the current social systems. In order to achieve Good Governance, the governmental responsiveness is a key part and the government’s timely and effective response to the demands of the people is a realistic aquirement.With the development of the market economy, especially the rapid growth of urbanization, the differentiation among all levels of interest groups is intensified and the widening gap between the township continuously tests the implementation of the government. The interest groups require the township government to perform an effective response. From the angle of the governance of the township authority, this thesis will explore whether the civil servants in the township government can make a timely and effective response to the grass roots which is an important issue to be solved. And the resolution of this issue is not only related to the construction of the service-oriented government, and more related to the social stability.The thesis consists of four chapters. The first chapter is the introduction, narrating and integrating the current situations of the governmental responsiveness both at home and abroad. Besides, the thesis makes an explanation of the way of thought and study methods. Chapter Two expounds the theoretical and realistic bases of the governmental responsiveness theory, preparing for the following analysis. Chapter Three gerenates the existed situation of the responsivess of the township government at the very beginning, and then dissects from the systematical factor, institutional factor, and the factor of the organizational humanity in order to expose the obstacles and difficulties placed in front of the governmental responsiveness. Chapter Four comes up with the strategies to all these problems mentioned above in accordance with the three factors. The first strategy is to break systmetical barriers, innovate the management mechanism of the villages and towns and reconstruct the system. The second is to institutionally secure the normalization of the governmental responsiveness, namely, to complete the rules by law and to strengthen the construction of the carrier of the responsiveness. The third is to perfect humanity through constructing the society of villagers and citizens to realize the Good Governance. From these three strategies and their own dimensions, the governmental responsiveness will be perfected both in its concepts and methods.
