Hundreds of years have witnessed the progress of library legislation in our country.Since the appearance of library, the management system has become the initiallegislation. The government has invested huge funds to construct libraries so that thereaders could have a complete service system. Thus, libraries could establishmanagement system on people, property and objects. So far, management system inlibrarianship is still the product of times that belong to people, which is managed byadministration, behaved according with no laws and rules and protected underuncompleted system.
