| In the civil servants in China, Township civil servants occupies a large proportion. They take root in the frontline of the rural building and work in the most basic to deal directly with the people. They are representative of the image of the government. But because of the quality of their own and the operating characteristics. The work of township government is inefficiency. Image projects, performance projects and other acts of corruption occur frequently.It make its image damaged badly and its credibility reduced greatly. So we must strengthen the study of this group. Improving the township civil servants’ negative incentive mechanism as the focus of improving the quality of the township civil servants and reshaping the credibility of the township government. It can not be ignored to establish and optimizate township civil servants’ negative incentives mechanism. Through properly restraining their negative behavior, negative incentive will play the greatest role to achieve ultimate goal of stimulating township civil servants’ enthusiasm for work.Now, the research on positive incentive mechanism have been very detailed and in-depth, while the studies on negative incentive mechanism are few. So the important role of them are almost ignored. I study the establishment and improvement of township civil serants’ incentive machanism from the perspective of negative incentive machanism, basing on the actual situation of the township government in Taihu County and combining the study of literature data.First of all, this paper describes some relevant theories of the negative incentive mechanism. Secondly, compared to positive incentive mechanism, it analyzes the superiority of the negative incentive mechanism and the role of it in the public administration, to discusse the need to introduce it, combining the characteristics of the township civil servants. Again, it resolve the status and the the problems of local township civil servants by colleceting sample statistics of the Taihu County township government’s field investigation. Then, through the integration of the actual survey’s results and documentation, it analyzes the deep-seated reasons,which cause problems of the negative incentive mechanism of township civil servants. Finally, based on the interpretation of theory and problems in the first few chapters, it explains in detail how to run and improve town civil servants’negative incentive mechanism to play its due role,from two levels, including the principles of implementation and the perfection of the mechanism. |
