Aging of population is a common problem in the world. Many countries want to solve a series of social and economic problems that aging of population brings. In1999, China has formally entered the aging country. The sixth national census data shows:in2010the population of60years old and over is174million in china, over13.26%of the total population. Population aged65and over is113million, over8.87%of the total population. The coming decades, the population of aging would be growing the fastest. According to the expert, in2050China’s elderly population will exceed400million, accounted for about1/3of total population. Such a large elderly population has become the focus of the government and the public.Older people have three aspects of the basic demand:economic support, life care, spiritual solace. They need for support of social and family. The research of the elderly population before focused on economic supply etc, there are a little research focused on older people’s daily life care and spiritual solace; At the same time, scholars pay attention to the elderly population in the rural areas, with relatively little attention to the city. In fact, in the city with the development of high level of economic and the safeguard of the aged policy is relatively perfect, elderly population’s economic condition is good. Compared to the economic support, life care and spiritual solace problems become more prominent. On the one hand, with the development of population aging, the elderly population continues to increase. That makes the life care demand of the elderly increase rapidly. On the other hand, along with the family scale is smaller and smaller, the modern social mobility of population increasing and life stress, family play a smaller role in aged life care. And the social pension institutions quantity is Insufficient, services are not standardized, they can not meet the needs of the elderly on the life care. And under the influence of traditional concepts, the current old-age home is the mainstream. However, the community service for the aged can not keep up with the pace of development, lag behind the reality needs. So many elderly people’s life care is facing many difficulties, it serious influence to the quality of life in elderly population. Therefore, in order to make the elderly population living care to obtain the safeguard, the article thinks that they must get help from individual, family and government. The community has to establish a life care service system. At the individual level, give full play to their role, the elderly realizing autotrophic; At the family level, advocate filial piety culture, continue to encourage and support family care; At the community level, improve the community endowment service, promote community service for old people ability; On the part of the government, strengthen policy guiding, exploring a wide range of old age care mode. Only try hard from many sides, can we build a safety net for the protection of the elderly population living care demand.This article takes Hefei city as an example, the full text is divided into five parts: the first part is the introduction, has explained the research background, purpose and significance, and of relevant research at home and abroad is reviewed, and introduced the study of research method and theoretical basis. The second part describes and analyses the Hefei city population aging trends and characteristics, to prove the elderly population life care demand increases increasingly. The third part analyzes the Hefei city elderly population life care present situation and the existence question, coming to conclusion that the city elderly population living care has increased demand, the traditional family life care resource decreases with each passing day, social institutions and community service for the old are not perfect contradiction. The fourth part further analyzes the influence factors of the elderly population daily care. The fifth part from the individual, family, community, the government four angle set out, put forward compose to build the elderly population life care service system.
