Up to now, new China has compiled twelve five-year plans, eleven of which have been successfullycompleted, and the twelfth program is being implemented. As the beginning, the eleven one has beenrenamed to five-year program, which are more of guidance, strategy, macro and policy. According tocompiling situation, apart from the first five-year plan, four ones before reform and opening-up are notavailable, while the others, since reform and opening-up, are marching to regularity. As to implementing,since reform and opening-up, the performance is better than before, which is also performed in period ofSocialist Market Economy compared with the period of Planned Economy and transition.Seeking truth from facts is one fundamental experience run through compiling and implementing, ifwe violate the principle, the plans could not be compiled efficiently, and the implementing effect could notget guarantee. To persist in seeking truth from facts is to affirm ideological line of seeking truth from facts,proceeding from actual conditions, taking our own road, working in accordance with economic law. Inprocess of compiling and implementing, we must insist on scientific decision-making, and it is premise toform effective plans through preserving in procedural, democratic and institutional basis. Guidance plansmust be compiled to adapt development and change of five-year plans, which is the need of SocialistMarket Economy as well as basic feature and requirement of future plans. Guidance plans should embodymicroscopic, strategic and policy-related feature. Plan targets should mainly reflect the feature ofanticipation, and complemented with restricted target. Meanwhile, the implementation must be placedunder centralized and unified leadership of central government together with reflection of independence oflocal government. To correctly handle the relationship between the central and local government, bothcentral and local initiative should be brought into play. Furthermore, insisting on combination ofdecentralization and preserving central authority and gradually realizing the standardization andlegalization of decentralization, that is the way. In condition of Socialist Market Economy, in order torespect the basic role of the market in allocating resources and guarantee the efficient implementation ofplans, the key point is transforming government functions. To be specific，they are perfecting themacro-control system, constructing healthy social environment for socialist market economy and buildingservice-oriented government.
