At present,China has drafted thirteen five-year plans.These plans guide the transformation and growth of the Chinese economy and lay a solid foundation for the rapid development of the Chinese economy.From the "1th five-Year Plan" in 1953 to the current "13th five-Year Plan",each plan has outlined a grand blueprint for China’s development in the next five years,and each plan was successfully implemented all show the strong execution of China’s policies.However,the level of implementation performance of these plans exists.Yan Yilong has quantitatively evaluated the performance of 11 five-year plans and found that the "11th five-Year plan","6th five-Year plan","9th five-Year plan","1th five-Year plan ","8th five-Year plan","10th five-Year plan" The six five-year plans performances are higher than the average level,but "7th five-Year plan","3th five-Year plan","5th five-Year plan","4th five-Year plan","2th five-Year plan" The five five-year plans performances are below average.Why do performance levels vary,what are the factors that make the five-year plan performance different? At present,there is very little quantitative empirical research on the performance of the five-year plan implementation in the academic circle.It is dedicated to studying the alignment of the five-year plan at the provincial and municipal levels,and its relationship with the plan implementation performance is rare.This study intends to take the “12th five-Year Plan” as an example.It will use the policy quantitative standards to score the alignment of the five provincial and municipal five-year plans across 31 provinces.Combined with the completion of planning goals,a hierarchical liner model will be constructed to explore the influence mechanism of the provincial plan implementation guarantee on the relationship between strategic alignment and the plan implementation performance.The study found that strategic alignment has a significant positive impact on the plan implementation performance,and the plan implementation guarantee mainly affects the relationship between strategic alignment and plan implementation performance.Consistent goals and means in strategic alignment have a significant positive impact on the plan implementation performance.The plan implementation guarantee has a direct impact on the plan implementation performance.Among them,plan coordination management,resource project support,and plan supervision and evaluation all have a positive regulating effect on the relationship between strategic alignment and the plan implementation performance. |
