Lenin "variant Accountability" And Its Sinicization

According to the severe situations at home and abroad, Lenin created the thoughts of multi-subjects accountability after the victory of the October Revolution. Lenin’s thoughts was established with the supervision of the masses as the basis, the legal supervision as the protection and the public opinion as the support. In order to make his thoughts be implemented, Lenin struggled to explore it very hard. Due to the specific historical environment and some influences of subjective and objective factors, the practice of Lenin’s thoughts of multi-subjects accountability suppressed the corruption to some extent. But the effect of the practice was not reached the desired objectives, which prompted the future socialism countries treating Lenin’s thoughts rationally. The main leaders in our country inherit and develop Lenin’s thoughts of multi-subjects accountability, and form the multi-subjects accountability system with Chinese characteristics. In general, the multi-subjects accountability in our country is a sophisticated mechanism, including not only the construction of system, but also the construction of accountability procedures and the remoldability of accountability culture. In the new historical context, we have made practical measures on the basis of treating Lenin’s thoughts dialectically. First, we should strengthen the National People’s Congresses Accountability and Judicial Accountability to deepen Lenin’s thoughts of multi-subjects accountability, which means that we use authority to restrict power. Second, we should improve People Accountability, Democratic Parties Accountability and Media Accountability to develop Lenin’s thoughts of multi-subjects accountability. That is to say we use rights to supervise power. Third, we should enhance the legal hierarchy of procedural legislation and construct the perfect accountability procedures to overcome the limitations of Lenin’s thoughts of multi-subjects accountability. It is that we utilize procedures to regulate power. Fourth, we should let the officials be ready to accept accountability in mentally and enhance people’s consciousness of accountability, for which is to make up the shortages of Lenin’s thoughts of multi-subjects accountability. That is we use culture to constrain power.This paper mainly adopts historical analysis and archival research. Based on analysis of the theory and practice of Lenin’s thoughts of multi-subjects accountability and its sinicization, on the one hand, we ought to absorb the rational core of Lenin’s thoughts, on the other hand, we should overcome the historical limitations of Lenin’s thoughts and reflect on the shortages of Lenin’s thoughts in practice. At the same time, through analysing the development of theory and practical situation, we need to figure out perfect measures to improve the multi-subjects accountability system.
