| China is a country with frequent natural disasters,also,the emergency logistics has the attributes of sudden,uncertainty,weak economy and unconventional.In order to ensure disaster relief come into operation effectively,the government of China who considering the geographical characteristics and population distribution in the country has established 16 central reserve warehouses and a number of local warehouses to face up possible future disasters.These reserves play an important role in recent nature disasters,but reserves also showed some disadvantages,such as limited of storage species and quantity,lack of supplying flexibility in large disaster,idle equipment in reserves and low delivery efficiency,to make up for the insufficient capacity of reserve supply,it is necessary to participate agreement suppliers who are certificated by government in emergency resource supplying,Meanwhile,agreement supplier management plan should be established as soon as possible,once occurrence of natural disasters,a new multi-supply subjects supply mode will produce and distribute the emergency materials and make sure disaster relief and rescue successfully.In order to achieve the multi-supply subjects of emergency materials.the management problems of resource reserve before disaster and material supply after disaster should be analyzed and figured out.The research is mainly from the following three aspects in this paper.1.Reserves forecasting is the precondition of reserves problem,which is determined in this research first,and according to the uniqueness of stock allocation problem under multisupply subjects mode,allocation model should take comprehensive ability evaluation results into account,then a two-part two-stage emergency resource stock allocation plan is proposed.First part:forecast reserve demand of emergency material before the disaster.Base on the analysis of the existing research,confirm the key aspect in predicting reserve quantity is to figure out the affected population under presupposed demand.According to analyze result of earthquake related factors,confirm influence factors of affected population,and propose the improved SVR and take 15 years earthquake data of Yunnan as an example to solve it,the results show that the regression prediction accuracy of presented method has improved significantly by comparing with traditional method.Second part:emergency material stock allocation method under multi-supply subjects.This problem is divided into two stages to solve.First stage,to analyze emergency supply characters of two agreement suppliers(reserve suppliers and production suppliers)and emergency material requirement,propose 8 evaluation indexes and divide into quantitative and qualitative indicators by considering the difference of two types of agreement suppliers,combine generalized interval-valued trapezoidal fuzzy number weighted geometric aggregation and VIKOR method to evaluate suppliers.this method is used to highlight particularity and overcome the conflict of indices.The second stage,base on the result of above research,propose a multi-objective stock allocation model by aims of minimizing cost,minimizingweighted distance and optimizing evaluation result.The model is solved by ?-constraint methods,and obtain variety solution by selected different ?,and the decision maker can also reduce the number of government warehouses under the new supply mode.2.To research emergency resource supply under multi-supply subjects mode.Consider the characteristic of nature disaster,such as large quantities,varieties,strong timeliness,multicycle,develop a multi-objective multi-cycle mixed integer model of emergency supplies,with the aims of the minimum deviation of influence and minimal supplying time,adopt delaminating sequence method and immune algorithm-based particle swarm optimization to work out the solution,choose reality earthquake data as an example to verify the model and algorithm feasibility.The results show that,multi-supply subjects mode can increase the supply types and quantity,and achieve continuous supply and on-demand supply,improve supply precision and stability.3.To research emergency relief scheduling based on multi-supply subjects under uncertain factors.Analyse the influence of two uncertain factors of disaster relief,which are out of stock in distribution center and road damaged in disaster area,and develop a bilevel programming model,upper model is aim to solve distribution of road traffic and lower model can work out resource supply plan under uncertain factors.NSGAⅡmethod and CPLEX solver are employed,and the effectiveness of model was is validated by an example.The results shows that by the way of delivery directly and holding supply to meet the demand under uncertain factors,the new mode can reduce the supply pressure and meet the demand successfully. |
