Early pluralism state theory was produced in the early twentieth century whichwas represented by the British political ideologist Laski. At present our country is inthe social transformation period of intense interest differentiation which has thecharacteristics of the multi-dimensional openness whether in the aspect of thecountries economic and culture, or people’s values and way of life. In this case, weput the hope of seeking some of China’s political reality the beneficial reference andenlightenment in the field of exploring early pluralism theory.In this paper, the author did some detailed analysis of carding and briefcomments in the length of five chapters of Laski pluralism state theory, which can bestated as follows:In the first chapter, Laski’s life and theoretical background are introduced in thispaper. Laski is the beginner and famous political ideologist of the twentieth century inEurope, the British Labor party leader and he is first man who illustrates the politicalpluralism theory. The outbreak of First World War and real political events as theBritish workers’ movements lead directly to the generation of Laski’s politicalpluralism theory. Philosophical foundation of Laski pluralism thought is deeplyinfluenced by pragmatism and pluralism view of the universe.In the second chapter, Laski pluralism state theory of sovereignty thought wasintroduced. On the basis of criticism to the monism sovereignty, Laski mainlyexplains the connotation of multiple sovereignty from there aspects as the legalsovereignty, political sovereignty and international affairs of the sovereignty. Laski’stheory of the sovereignty experiences the change from the complete negation toadmitting its rationality and necessity existence of state sovereignty. Social jointmanagement has determined political joint management, the realization of the statepower in not rely on national force, but on the moral basis of achieving individualrights.In Chapter three, the paper discussed the status of socialist countries in Laski’spluralism state theory. This paper discusses the status of the country along with the discussion of relationship between state and society, national the relationship. Hecompares the social to a person, then the country is the bone of a person. Socialorganizations and countries also have sovereignty, the country represents the commoninterests of the individual, so the state’s sovereignty is prior to the sovereignty ofcommunity. Laski considers the occupational groups autonomy and regionalautonomy as two measures of realizing multiple countries. The purpose of thegovernment is to guarantee freedom, not limit freedom, so the function of state isbasis of government action. The state’s behavior usually appears as the government’sbehavior and the country will mainly reflect in the government will.In the fourth chapter, Laski’s pluralism state of constructing national politicalsystem and economic system are introduced in this paper. Laski regards the federalstate as the typical representative of multiple countries, affirms the local autonomyand his election against proportion, claiming for two-party system.
