With the improving of the market-oriented mechanism and the propelling of the reform of the political system, the democratic and legal consciousness of the public of our country has been further awakened and the impelling force of establishing the responsible government has been stronger and stronger, so establishing a responsible government has been a intense demand of the public at present.
