With the development of urbanization, the number of mobile population becomes largerand larger, which on the one hand promotes the process of urbanization and industrydevelopment, on the other hand causes problems of public health, employment andenvironment. Besides, the crimes such as robbery, theft and drug trade that it brings in haveterrible impact on the safety and further development of the cities. Therefore, integratedmanagement of mobile population has become an essential task, whose policy guidance andmanagement level will greatly effect their adaptation to the city; otherwise, mobilepopulation will bring in problems in aspects of economy, politics and culture.This thesis aims at exploring and analyzing the mobile population policies of Chinese smalland medium-sized cities, taking Linyi City as an example. The author will first discuss therelevant policies of recent years, then illustrate the functions of these policies and make asummary at last. The author urges the policy-makers to deal with floating populationsystematically through clarifying the policies of Linyi City, which will be the foundation ofthe future policy making.This thesis falls into five chapters. Chapter One is a brief introduction containing threeaspects which will provide theoretical basis: first, the background, purpose and method ofthis thesis; second, relevant documents in and abroad on mobile population policy; third, thetheoretical foundation of this thesis. Chapter Two focuses on the conditions and functions ofmobile population policy in small and medium-sized Chinese cities. First, set a definition onmobile population and relevant policies; then, analyze the external environment whichincludes national policies and general situation in China and the internal factors includingpolicy subject and object. Last, illustrate the aims and functions of the policy in order toprovide theoretical and reality basis for mobile population policies. Chapter Three mainlycomments on the policies of Linyi City. The author will introduce its development andconstant problems since the reform and opening and then put forward some suggestions.Chapter Four will see some reasonable suggestions on mobile population policy in small andmedium-sized Chinese cities. On Chapter Five, the author will reflect on future policy trendand illustrate how to choose proper policies. From the document introduction we can know that the research on mobile population isrich while the research on its policies is rare. Therefore, no one has put a definition onmobile population policies in academic field before. In fact, there does not exist“a policy ofmobile population”. For the convenience of this thesis, the author considers all the policiesand measures of mobile population as“mobile population policy”.Innovation of this thesis: First, researching field: mobile population policy. Few thesis onthis field can be found on the famous academic website CNKI. Second, researching object:Linyi City which holds 15 large-sized wholesale markets. Third, researching methods: thisthesis will adopt many researching methods including economics, politics, socialist andadministration, adding questionnaire and referring to former researching results.
