Research On The Plight Of Bureaucracy And The Orientation Of Administrative Reform

Ever since the opening of the third plenary Session of Eleventh Central Committee, China has achieved remarkable economic growth. Along with the great economic success, some new administrative management problems and contradictions appeared in government’s administrative process. To solve these problems, our central government has carried out six restructuring of public administration since1982. These reforms have made the government more adaptable to the development of economic construction.The theory of the administrative system is a hot research topic since the restoration and reconstruction of Political Science and Public Administration since the early1980s, the efforts of the majority of political science, administrative studies and other social scientists of the administrative reform in China’s development, our theoretical studies on administrative reform has achieved success, has improved the quantity and quality of content significantly. And it’s rich in content. These studies designed to build our country toward modernization, and future of government mode has made a positive contribution.This paper attempts to research development and current situation in various countries and various periods, to discuss the administrative system of the socialist countries. This paper consists of four chapters:Part One:Introduction. The author proposed the conception of bureaucracy system, the structure of bureaucratic circles in different times and various countries and the characteristics of the ruling class it stands for.Part Two:Interpretation and criticism of the bureaucracy. Firstly describes the meaning and characteristics of bureaucracy; then explains the bureaucracy of Wei Bo; finally analysis the bureaucracy criticism content.Part Three:Analysis Chinese and foreign administrative bureaucracy functioning predicament. Firstly describes the religious perspective of bureaucratic difficulties; then discusses bureaucratic difficulties from ideological perspective. Finally discuss on the Chinese administrative reform and plight.Part Four:Abandon the bureaucracy:the orientation of Chinese administrative system reform. This chapter firstly summarizes the traditional Confucianism to abandon bureaucracy inspiration; then discusses how to deepen the reform of the management system; at last discuss deepen reform of "super-ministries system".The innovation of this paper is as follows:This paper attempts starting from the biggest obstacle to reform of the administrative bureaucratic system, a religious perspective, the ideological perspective, as well as the plight of the Chinese administrative reform course analysis, highlight the bureaucracy in the management methods have been unable to advance with the times, the need to promote administration more comprehensive reform of the topics on the deep and targeted.In addition, starting from the concept of the system, the rational choice on the administrative changes, is to abandon the bureaucratic system, improve the people’s congress system, improved multi-party cooperation and political consultation system and the strengthening of administration according to law, to accelerate the pace of change feasible the path of choice, which is of great practical significance.
