A Research On Chinese Citizen’s Oversea Security Protection

As China has become the2nd largest economy in the world since the second decades of the21st century, China’s economic development has experienced a further integration with the world. Moreover, the culture exchange has deepened and people’s international exchange is getting more frequent. In particular, the number of Chinese residents who engaged in the foreign investment, abroad study, labor export, overseas tourism, etc. has been increasing rapidly. However, the outside world is not as perfect as people expect. Instead it is filled with a variety of security problems. How to protect our citizens overseas from this security risk has become the core of our diplomatic activities. This thesis states5situations as follows.The concepts of citizen and security is defined in the introduction. Chapter1analysises the current situation of our citizens’overseas. At first, it classifies our citizen into four categories interms of the activity purpose:oversea students, abroad businessmen, labor export and oversea tourism. And it discusses the law of each group’s acitivities and their risk features separately. In addition, the reasons for their security risks can be explained in three categories: the political and economic factors, the unexpected shock and the fixed factors,the internal factors. The comparison of the concepts of consular protection and diplomatic protection follows in Chapter2. Chapter3states the diversification of China’s consular protection structure, the routinization of the procedure and the legalisation of the protection. In particular, detailed analysation were given to the coordination, early warning, emergency, consultation, service and financial support. Taking the evacuation activity in Libya as a case study in the last chapter, the application of our consular protection mechanism is stated, which is a combination of the theory with the reality.
