The Study Of The Olds Needs In Northeastern City And The Construction Of Community Aged Care System

Each of the social policy has its emergence and development of the social background, one ofthe important parts of social welfare policy as social policy is no exception. In recent years, thestudy against the background of the social welfare is developing gradually, such as the dominanteconomic theory, the leading political theory, the dominant cultural theory, all these studies werefrom a different perspective on the social welfare system to do an in-depth analysis. With thedeepening of the research process, scholars have proposed the concept which is named "welfareculture",the welfare culture is inherent variables affect the emergence and development of thesocial welfare system.The welfare culture from the connotation is an organic-whole of the social welfare system,including two aspects: the individual welfare culture and the system of welfare and cultural.Individual welfare culture refers to the members of society through social welfare activities in aspecific time and space creation, performance and mental phenomena and spiritual formation, forexample, ideology, values, customs and practices, social and psychological; the system of welfareculture refers to the individual welfare culture, identified and integrated members of society, socialwelfare relations on the basis of the formation of a complete specification of the value of socialwelfare system, and can impact the government departments. Thus, in-depth study of the welfareculture of a country and region, is important to improve the social welfare systems of countriesand regions.Pension welfare as a subsystem of the social welfare system, with the advent of an agingsociety, has gradually become one of the most important subsystem. Countries, businesses andfamilies in the function of the pension aspects is gradually weakening, community’s roles ofpension is increasing recently. When develop the community care service system. must considerthe welfare cultural factor, the reason is, on the one hand, it affects the society members’ welfareneeds; on the other hand, it also affects the formulation of social welfare policy. Only when thesupply and the demand is in balance, will the society members’ welfare needs can be met.Because of the heterogeneity of China’s northeast region with other regions in China, whendevelop the community care service system should be adapted to local conditions. In this study,two typical community in Harbin City, Heilongjiang Province, is be chose for study, and relatedthe information to have an in-depth analysis of the welfare culture and pension needs in the Northeast. The northeast welfare culture is changing with economic and social vicissitude,gradually shift from the traditional compensation concept of welfare model to the institutionalconcept of welfare model. However, the composition of the welfare culture, the traditional cultureof filial piety is still dominant; On the welfare needs, the health care needs is the most commonwelfare needs of older age groups, followed by cultural and recreational needs. Part of the healthcare needs and spiritual needs are the focus of the community care service system, because theolds prefer to get these needs from the community. But in the field visiting, we found thatcommunity-based organizations is lagging behind in its own building, and can not meet thepension needs of the older age groups, a lot of community care service system exists in theirname.On the basis of empirical research, and combined with the community care service systemconstruction experience from the developed countries, we try to point out some constructs on thecommunity care service system of the northeastern city: Expanding the retirement activity centerfor community activity center; developing of family pension mode, at the same time, communitycare for its auxiliary; developing of community convenience of medical services, to meet basicmedical needs of the elderly group.
