As the principal step of public crisis management, the feasibility and effectiveness of prewarning mechanism directly decide the smooth implementation of the whole crisis management process, and the ability to deal with the public crisis events is gradually becoming an important factor to evaluate the levels of government management.Therefore, to establish a highly effective and scientific prewarning mechanism of public crisis management becomes more and more imperative.
