The Ethics Inquiry For Our Country Dualistic Household Register Institution Reform

The traditional household registration system is gradually formed in China’splanned economic development system on the basis of China’s population, which in thehistory of the development process of China’s population management mechanism,elements of the plan allocation of social resources under the planned economy andsocial stability morphology has a significant role in the regulation. However, along withthe deepening of the market economic system, the traditional household registrationsystem, more and more transformed into a system with administrative functions. Fromthis system highlights the growing number of social problems. Thus the householdregistration system reform became inevitable demand of the relevant system structuresupporting reforms in China’s social transition period, and the development trend ofChina’s harmony socialism.In this paper, China’s traditional urban and rural household registration system andits functions of alienation profound analysis to identify urban and rural householdregistration system, the functions of alienation resulting in Chinese residents is the lossof freedom of movement rights, and undermine the principle of equality of opportunity,alienation of the registration and management functions of the population, urban andrural rich and the poor polarization increase and other drawbacks of the problem; and onthe basis of Chongqing Municipality, for example, analysis of Chongqing’s traditionalhousehold registration system with the existing household registration system reformpolicy to identify the ethical issues that exist in the household registration systemreform process; in theory and the basis of the practice, the induction of the householdregistration policies at home and abroad and learn from, to identify the ethical goals ofChina’s urban and rural household registration system reform, ethical principles andreform approach.
