The Ethics Inquiry About Allocation Of Public Resources In The Social Transforming Period

“The Twelfth Five Years Plan” Period, is not only the critical period of socialtransformation, but also an important period of strategic opportunities to realize thetransformation and leap-forward development for China. From the historical andrealistic perspective, the allocation system of public resource is not too perfect in China;social people have a strong reflection on public resource “change demesne”,“aristocratic” problems. And resulting in a series of social contradiction also affects thenational long-term stability and development. In the process of social transformationand reform, how to solve the problem of pattern of allocation of public resources, notonly a beneficial exploration for the allocation of public resources, but also theimportant measure of practice the allocation justice of public resources.The first chapter “introduction part” elaborated the selected topic researchproblem and background, purpose and significance, but also has carried on the ethicalresearch present situation analysis on the allocation model of public resources of athome and abroad; finally this paper introduces the research contents and researchmethods. The second chapter mainly describes historical evolution and present situationof our public resource allocation mode, defining the four core concepts on socialtransformation, public resources, allocation of public resources, public resourcesallocation model. To analyze the public resources allocation model of China’s socialtransformation. The third chapter mainly analyzes the ethical problems of our countrypublic resource allocation model in the social transition period. This paper pointed outthat China’s public resource allocation patterns of body ethics and normative ethics,analyzes the reasons of the ethics lack and the harm of ethics lack. The fourth chaptermainly improves the ethical thinking of public resources allocation model. This partmainly have ethical orientation on the government function of public resourcesallocation during the period of social transformation, corresponding ethical environmentconstruction at the same time, finally put forward three specification principles to provepublic resources allocation mode: adhere to the " equals priority to benefit" the fairprinciple; adhere to the supremacy of the interests of both public interests principle;adhere to the non-Benefit Compensatory the principle of equality.
