This thesis which used the civil society theory as the starting point, reviewed theformation and development history of civil society in Taiwan, trying to analyze thefunction expansion of Taiwan’s civil society and its promoting role to Taiwan’sdemocratic politics.Civil society in Taiwan has experienced different periods of development, and itsfunction expansion marked the development of civil society. After the1970s, a seriesof social movements broke the limits of "authoritarianism", as a result, civil societygrew rapidly. Now it is developing towards a direction of social organization. Thefunction of civil society has expanded from only launching social movements to apluralistic coexistence of functional system which includes developing socialinitiatives and supervision, providing public services, participating in social publicmanagement and doing social enlightenment. The expanded functions of Taiwan’scivil society have an important significance: it makes civil society becoming a kind ofindependent social force which promotes the development of Taiwan’s democraticpolitics.At present, the development of Taiwan’s civil society is still in a transitionalperiod. With the establishment of large numbers of social organizations, someproblems also appear subsequently. For example, enterprises conduct improper orillegal behavior in the name of social organizations. Social organizations facebecoming tax evasion pipelines of enterprises, and becoming cash circulationchannels of political figures for campaign and other dangerous. These problems alsochallenge the development of Taiwan’s civil society.
