The main substance ofInnovation of social management contains both system innovation andmechanism innovation, the fundamental purpose is maintain social order,promote social harmonious and ensure people live and work in peace and contentment.Compared with the government and social organization, the local’peoples congress and its standing committee, as the highest organ ofstate poweruntr’, has a very important position on coys political andsocial life, although the NPC do not participate detailed local socialmanagement directly, it in charge of drawing up local regulations, makingup significant matters, simultaneously supervising the government, thepeople’s court and the people’s procurator ate, appointing and dismissingstate personnel, shouldeirng macroscopic management responsibility andit should be signiifcant dirving force of innovation of social management.Especially on building a health social management pattern such as "Partycommittee lead ship, government responsibility, social cooperation,public participation"’, the local peoples congress plays an vital role whichis the important way to realize "Party committee lead ship，’ as a coreeffect, carry out "government responsibilit"y as a predominate effect,agglomerate "social cooperation" as a joint effect and birng "publicparticipation" into play as a basic effect. By means of drawing up localregulations in social management area, the local people’s congresssupervising the work of social management according to the laws,guiding the orderly public participation in social management issues,pushing forward an innovation and development of social managementactively.To take Shanghai People’s congress and its Districts and Countiescommittee as an example, it continuously explores and carries outachievements on the area of pushing innovation of social management, local regulation is improved step by step, supervision is strengthenobservably, public participation is increased continuously.
