The Research Of Coordination Linkage Mechanism In Public Crisis Governance

At present, when the local governments cope with various crises, there are still common questions such as barrier between different departments, ineffective coordination, communication disorders and lags in response. As we build the public crisis management system, coordinating linkage mechanism is one of the most important parts. To build a full-featured, well-equipped, peacetime needs with wartime needs, easy to organize and direct linkage mechanism, can help to integrate various social resources and to implement the whole process with crisis prevention, control and management. That is to take the public crisis management systems as self-organizing systems, search for the ultimately ordered balance of public crisis management system development by looking for links various subsystems of control parameters, emphasizing on the nonlinear interaction between elements of the system, focusing on how to develop synergies between various subsystems. This essay also compares the coordination linkage mechanism of the United States, Japan and United Kingdom, points out these modes share common features such as clear emergency coordination body, complete legal system, multiple subject participation and clear sector responsibilities.
