Research On Chinese Governmental Public Crisis Management During The Social Transformation Period

During the Social transformation period, improving the governmental public crisismanagement capabilities is one of the requirements from enhancing the governmental corefunctions, the basic requirements for building a socialist harmonious society, the inherentdemands to speed up the transformation of our country’s economic development mode, andthe inevitable choice to build the social management system with Chinese characteristics.Purpose of this paper is: taking the important significance of improving thegovernmental public crisis management capabilities as a starting point, based on the studyof the governmental public crisis management after the founding of our country, combiningwith Hu Jintao’ explanation on building the social management system with Chinesecharacteristics, the paper fully gives the analysis of the new challenges faced by ourgovernment’s public crisis management, and then the paper will propose thecountermeasures on how to improve the governmental public crisis managementcapabilities during this social transformation period.The main body of this paper is divided into three parts:The first part mainly describes what the social transformation period and public crisismanagement are. First of all, it sums up the three transformations of our society. The leadsto the connotation and characteristics of public crisis management. Finally, it elaborates thetheoretical value and practical significance of improving the governmental public crisismanagement capabilities during this time.The second part mainly explains the development process and productive results ofChina’s government public crisis management；It gives a brief review of the process andcharacteristics firstly, and then summarizes the success we have achieved after the foundingof our country.The third part mainly puts forward the the new challenges faced by our government’spublic crisis management, followed by this part, n the last part this paper brings forward thecountermeasures on how to improve the governmental public crisis managementcapabilities relating to the sense of crisis and crisis education, the coordination mechanismsof social interests, etc.
