Transformation Of Our Government's Public Crisis Management Research

Crisis has been accompanied by human society, but people have not focused on it. With increasing expansion in social communication fields and frequency with economic globalization, some western scholars think that world is entering into the era which frequent crises break out. At the same time, China are going through a crucial period of "economic transformation" and "social transformation", characterized by a high frequency and large scale for the outbreak of crisis accident relating with multifold fields. But in China, the research in this field is just at its beginning. We should find out clearly that for our government in the economic and social transformation period, how to deal with all sorts of the crisis accidents effectively and in due course has been a great challenge that the Chinese governments should attach great importance to in the future. This paper bases on the present situation of China and uses the relative conception of public management and crisis management for reference. Based on the advanced experiences of foreign government's crisis management, this paper can hold the status quo for Chinese present government's crisis management accurately and discusses Chinese crisis management in transformation period conductively.The article is separated into 5 sections. The first and second sections explain some relative definitions about public crisis management, including the conception of the crisis management, the theory, the characteristic and the classification of government public crisis, and compare the status quo of crisis management both home and aboard. The third and fourth sections explain that during the transformation period, the development status quo, the present problems and its inducement of our government public crisis management, by defined the social transformation period and its characteristic. The fifth section put forward the principle of the establishment of public crisis management in theory. By comparing and using experiences of foreign government's crisis management and emergency management for reference, the strategies of government public crisis management are advanced. At the same time, the writer try to use a case to set up the prevention management and the contingency plan for public crisis.
