The emergence of migrant workers’ return home entrepreneurial activity is a product ofChina’s markets changing. The reason of return home was caused by international financecrisis which caused the impact of large-scale contraction of domestic construction materialsmarket and export market. Rising urban consumer market prices and the rising cost of livingdue to the objective economic environment led the large gap between urban and ruraleconomic level. Thus, return idle labor force must seek their own survival needs, andavailable around the existence of a combination of factors of production. Thus, idle laborsource should seek a combination with available factors of production in order to cooperationwith development of markets’ finance to meet own survival development’s needs. This seriesof recombination of activated activity is a consequence of continued actions of marketeconomy. The returns of migrant workers start their own business activities are products ofChina’s market economy activities which in response to financial crisis. Therefore, there is aclear causal link and resonance effects between the two factors,Government designed and completed social economic activities and implemented specifiedpolicies. Government led special position in economic activity and worked as leader power,so scholars named government such as: night watchman, the visible hand, referees, agents, theAlmighty and so on. No matter how government played roles in economic activities, peoplemust acknowledge that government has power and ability to intervene economic activities.This intervene can act or not act; can be positive or negative. Thus government can be definedas the core of the radiation method of these methods. In this thesis, intervene’s meanings areincluded: intervention, regulation, coordination, control, management, supervision andmulti-meaning government action.Be effected by our country’s planned economy system, our country’s Macro-control skills arebetter than western country’s, and the range is more extension. According to our country’spopulation, agriculture is not only the livelihood of country, but also touched on nationaleconomic security and stability of the strategic issues. Therefore our country pays more attention to the establishment business of return migrant workers activities and calls forgovernments to prop up these activities. Marx deduced the principle of contradiction has twosides to any act, so powerful government can prop return migrant workers’ businesssuccessful but also can chain these business activities or affected these activities bybureaucratism even to kill these economic activities directly.Therefore, government should manage and support implement of Party’s policies regulationsorderly so the authority of government can be arranged in reason and government can playpositive role of Macro-control in development of market’s finance progress. In thesis, authordirectly involved in the return of migrant workers within their own businesses based onspecific research data to government intervention perspective of the principles and methods,combined with relevant laws, regulations, policies and regulations of research to solve theabove problems, then discuss development and improvement the specific regulations andpolicies of government and how to implement these specific policies.
