Han Dynasty is the beginning of ancient China philanthropy; Han Dynastygovernment played a leading role in the social assistance. At this time, thenon-governmental charity had developed to a certain extent, and become an importantsupplemental part of Han Dynasty social assistance, with a large supporting role. Onthe perspective of the Han Dynasty civic philanthropy, this paper research civic philanthropy Ideological origin of the Han Dynasty, thecontent of civic philanthropy and history of practical significance. The author believesthat the Han Dynasty folk philanthropy is an important part of the social assistanceactivities of the Han Dynasty, and played a positive role for the stability of the socialorder in the Han Dynasty, and also conducive to the development of social andeconomic. During this period, the folk charity had left much beneficial enlightenmentfor later generations, which could provide reference for modern philanthropy.Preface: First, the author elaborates the concept of charity and defines the scopeof the Han Dynasty folk philanthropy. At the same time, the author clarifies the basisand significance of the topic, and reviews of the research situation of the academichistory of Han civic philanthropy, and selects areas of study.The first chapter: the author overviews the ideological origin of the Han Dynastycivic philanthropy. The chapter mainly includes the Confucian "benevolence","harmony","righteousness" and other charitable thoughts. Taoist "retribution","equalitarianism" and early Taoism "evil and promote good","bear" and othercharitable view. Chinese Buddhism preaches "charitable tired Morality,""theretribution theory" and "the concept of mercy".The second chapter: The author expatiate the content of the Han Dynasty civicphilanthropy. Rescue to the neighbors, relief from the clan, to social assistance,reflects the Han Dynasty folk philanthropy followed by a pro to sparse, from inside tooutside, from the near to the distant principles. The third chapter: the author summarizes the historical significance of the HanDynasty folk philanthropy and modern revelation. Han Dynasty private philanthropyto become a strong complement of Han governmental charitable relief activities, andformed a clan relief leading scholars as the main model of philanthropy, and wasconducive the development of Han Dynasty social stability and economic. But thereare also some limitations, such as: territorial unity of actors, single subject, thecomplexity of motivation, lack of support of the social security system. At present,Chinese society is in a period of rapid development, which can not be separated fromthe social stability and the healthy development of the economy. Thus, the formationof a sound system of charity and philanthropy formation are gradually put on theagenda. However, the intellectuals’ low economic income, clan kinship awareness ofissues desalination and other problems are not conducive to the development ofphilanthropy in China and need to be resolved as soon as possible.
