People around world have been attracted by the uniqueness of Islam since it appeared in history, It’s being challenged by external factors as well as itself, and surely people can be aware of the adjustments and regulations the long-lived religion has adopted. The Middle-East has gone through a lot during the last century, and a suitable path to the self-development is still waiting to be found out. Through its development, Islam is of great importance. Currently, revolution is spreading throughout this area and this paper is aimed at illustrating the relation between Islam and democracy, and why Islam has the potential for democracy.However, we have to deal with this argument first, it’s a long-standing issue and have been talked by Islamists and westerners. The various viewpoints can be concluded into three kinds:Islam is equal to democracy, Islam has nothing to do with democracy and stance between the two. but neither approval nor disapproval can fully explain the reality. So how to define democracy is an urgent task we must take.This opinion is held then, there are two layers of democracy, one is to focus on the social awareness and the other is mainly related to the institution. Muslims have been called for participation in everyday life willingly, and this type of actionism ultimately leads to democracy. In addition. Consultant system, electoral system and political participation of Ulama can not be neglected. All of these will be elaborated in the following article.
