Transportation is the basic industry of economic and social development, and the bond contacting the various links, sectors and regions of the national economy. The transportation industry concerns the coordinated development of urban and rural regions, and concerns the development of economic construction and social harmony and stability.With the implementation of the policy of expanding domestic demand in China, the highway construction has got into a high tide, the road traffic capacity is promoted completely, and the road network structure is further perfected, but the overload transportation also follows. Overload transportation will cause serious damage of roads, bridges and other transportation infrastructures, interfere with the normal operation of the market of transportation, pollute the environment, it will also endanger people’s travel safety. It makes the overload transportation become a worldwide problem. The ultimate goal of governance is to effectively protect roads, bridges and other transportation infrastructures, to provide a good market competition and development environment for road transportation,to reduce the road traffic accidents, to protect the safety of people’s live. The governance of overload transportation in China is long-standing, and the governance has intensified. But over the years, it has not achieved remarkable results. As long as it gets a little slack, the overload transportation will rebound, and even become worse. Therefore, starting from the basic understanding of overload transportation, this paper introduces the definition and hazards of overload transportation. As Shaanxi province, it applies the policy objectives, the public interest theory, pluralistic governance theory and organization theory to make an in-depth analysis of the current overload transportation policy, and point out the problems existing in the current policy to govern the overload transportation such as the treatment with a symptom of the problem instead of its cause, the high cost of governance, inadequate laws and regulations, and flawed toll-by-weight. The main reasons to generate such results are problems that the sustainability of the super-rule policy is not strong, the policy implementation is poor, public interests and individual interests are uncoordinated, the organizations are unreasonable, etc. On the basis of the analysis, it proposes that the future policies should not only focus on the investigation of the traffic department into the overloaded vehicles on road, but should balance the disputes about all kinds of interests in the governance of overload transportation. The policies should use diversified management mode, perfect organization and legal laws and regulations, by order of normative carriage market, establish the lasting effect mechanism of transportation management.
