| With the development of the economy,resource bottlenecks and environmental pressures are gradually emerging.In the context of high-quality national economic development and achieving the "30 · 60" goal of carbon peak and carbon neutrality,circular economy is considered the direction and trend of economic transformation and upgrading.At the same time,the limited land resources and shrinking development space have made countries around the world increasingly recognize the value of the blue ocean,and the marine economy has become a new growth pole for China’s national economy.Island counties are the most important carrier for the development of the marine economy,but they are characterized by weak environmental and ecological carrying capacity.Therefore,studying how island counties develop circular economy to promote the transformation and upgrading of industrial structure,improve resource utilization efficiency,form a distinctive development model of island counties’ circular economy,and achieve the sustainable develop ment goals of economic growth and environmental protection in island counties has important theoretical value and practical significance.At the same time,through reviewing existing literature,it is found that there are few achievements in studying regional circular economy development from the perspective of island counties.This study can enrich research in this field.This study uses the literature research method to review the existing research,systematically comb the relevant theories of circular economy,and lay the theoretical foundation for the study;Using the DPSIR model,an evaluation index system for ecological carrying capacity of island counties was constructed;Using the entropy method to calculate the ecological carrying capacity score of island counties,it is found that the ecological carrying capacity of island counties is low,and developing circular economy can reduce human use of ecosystem resources,improve the ecological carrying capacity of island counties.The economic and industr ial development status,regional advantages,and policy support of island counties are the basic conditions for developing circular economy;Through field investigation and collection of basic data from island counties,analyze the development situation of circular economy in island counties;Using DEA analysis method to evaluate the efficiency of circular economy in island counties,a multiple linear regression model is constructed based on the efficiency evaluation,and OLS regression is used to analyze the main factors affecting the development of circular economy in island counties;Construct a structural equation model(SEM)to examine the mechanism of various influencing factors;Aiming at the two evolution trends of circular economy in island counties,the representative Pingtan and Chongming are selected for comparative analysis;Based on theoretical and empirical analysis,from the perspective of leading industries,it is proposed that circular economy should be combined with leading industries in is land counties,and appropriate development models should be selected.From the overall level,it is proposed that reasonable planning should be made to reduce repetitive construction and resource waste,establish a market-oriented circular economy development mechanism,encourage institutional innovation,improve circular economy evaluation,and strengthen communication and cooperation between island counties,Promote high-quality development of circular economy in island counties.The findings of this study are as follows:(1)If the traditional economic development model of "pollution before treatment" is followed,and there is a lack of strong external guidance,the development of circular economy in island counties will exhibit a U-shaped evolution,with its formation and evolution mechanism just opposite to the inverted U-shaped environmental Kuznets curve.(2)Currently,the circular economy in island counties is still in its early stages of development,with significant heterogeneity and two different evolutionary trends.The DEA efficient island counties have not yet reached the inflection point of circular economy efficiency,and the industry is relatively underdeveloped.The government lacks the power to develop circular economy.With the development of economic society,environmental pressure gradually increases,and the efficiency of circular economy may have a downward trend;DEA inefficient island counties have crossed the inflection point of circular economy efficiency and are in the stage of gradual improvement of circular economy efficiency.Their industries are relatively developed,with serious pollution problems,and a stronger motivation for developing circular economy.(3)Economic growth,population size,government role,openness,industrial structure,and scientific and technological level are all factors that affect the circular economy of island counties,but the magnitude of the impact varies greatly.Economic growth is significantly positively correlated with the circular economy deve lopment of island counties.The other factors are negatively correlated with the circular economy development of island counties.In terms of specific mechanism,the above six factors mainly act on investment at the input level,thereby affecting the development of circular economy in island counties;In terms of output,there is no significant difference in the degree of influence of various factors on the output dimension. |
