Water is human survival and development of important natural resources, with the regional social and economic development, the problem of water pollution has become more and more serious obstacle to the economic development of the region. Ju River is the only river originating and control Huangling County most of the region, Its water environment plays a decisive role for the development of Huangling County.In this paper, taking COD and NH3-N as the research object on the basis of the river Environment Assessment.in order to river watershed hydrological data and water environmental function zoning based on piecewise calculation, the Ju River water environment capacity; The calculation results of water environmental capacity and pollution emission status based on sectional calculation of major pollutants, the residual environmental capacity. According to the preferred equity, efficiency principle, according to industry segment distribution of pollutant reduction.Finally put forward the comprehensive improvement of water environment and Countermeasures in. Main achieved the following results:1. According to the river basin water quality monitoring data, the present situation of this evaluation, the evaluation results of source water protection area only meet" environmental quality standard for surface water" class standard, the other three water function area does not meet the" environmental quality standard for surface water" class III standards.2.Combination of the "Shaanxi Province water function zoning", the river basin is divided into source water protection area, industrial water consumption region, landscape recreational water and agriculture use water district four water function zoning, for calculation of water environment capacity and total quantity control of pollutant discharge laid the foundation.3.
