Policy Support To Promote The Development Of Low Carbon Non-ferrous Industry Research

As one of country’s ten planning industries to boost economy, the development of non-ferrous industry plays a key role in the whole economic system, and its low-carbon development is very important to improve the low-carbon development of the whole economy. As consequences, it is very important to promote non-ferrous industry to develop towards low-carbon, which is a problem connecting policy more than an economic problem. Above all, to study its supporting policies brings great theoretical and practical meaning to solve the low-carbon development of non-ferrous industry, which then will favor low-carbon economy.Based on market failure theory, theory of property rights and principal-agent theory, this article comprehensively use literature research and comparative research and so on to study this subject. Through consulting and analyzing information relating to this topic, this article holds the low-carbon development status of non-ferrous industry as a whole, after which we prove that the low-carbon development of non-ferrous industry needs policies to support through analyzing its necessity and feasibility. Then, after introducing and simply analyze supportive policies that our country use to promote low-carbon development of non-ferrous industry, this article analyze the problems of the policies overall. These policies include industrial policy, finance and tax policy, credit investment policy, and management policy. And the problems cover the following:lacking systematic plan of low-carbon development, related laws and regulations are imperfect, non-reasonable tax system blocks its low-carbon development, double holes exists in the supervision of credit funds, low-carbon policies are gripped by related stakeholders, and lacking the participation of social organizations and citizens. Because western foreign countries have mature systems and experience to develop low-carbon economy, we explore reference of these countries’supportive policies to our country’s low-carbon development of non-ferrous industry. At last, at the basis of the former discusses, this article argues that we should follow general principles to take specific actions to perfect policies about how to improve low-carbon development of non-ferrous industry, policy advice in the of that these suggestions will provide reference value to promote low-carbon development of non-ferrous industry.
