Governance Research In Northwest Rural Environmental Problems

The rural environment problems is one of the major problems that the world faced today. In the early60’s in last century, the developed countries in Europe and America began to attach importance to the rural environmental protection work,and increase investment to it,compared to them China’s rural environment protection work started later.Especially in the underdeveloped regions in Northwestern China the rural environmental issues are more prominent, if allowed it to develop, it will not only affect the development of the economic and social and the building of a new socialist countryside in Northwestern China, but also affects the development and progress of the whole national economy.Therefore, we must actively respond to the western region of rural environment problem, capture the historical good luck of big development in Northwestern China,makes it come true that the western area rural ecological balance and the economic and society develop harmonious, promote the socialist new rural construction in Northwestern China.This article taking the county of Jingyang as an example to introduced the western area rural environmental problems and management,and on the basis of grasping the concept of the rural environmental protecton,analysic the domestic and international environmental protection in developed rural areas,and summarize its successful experience. Then analyze the outstanding environmental problems and their causes of rural areas in Northwestern China, the outstanding environmental problems including the rural environmental infrastructure is backward, the hygiene is poor, the protection of rural drinking water safety is low,the trend of industrial pollution to the countryside is aggravating, the soil pollution is one of the threat to the food safety, the utilization rate of the agricultural production waste is low, and so on; the main causes including the farmers in Northwestern China have the survival value of’economy is consummate", partial farmer has no consciousness of environmental protection,the agriculture ecological environmenteprotection law is diseased,the supervisory mechanism is not perfect, agricultural environmental protection funds is serious inadequacy,and cause the pollution to poor governance and so on.Finally, on the basis of preceding discussion we bring up suggestions about rural environmental problems in management work.
