The high-speed development of society economy and sustaining of increase of population has brought enormous pressure and impact on the environment. In many areas, the pollutant emissions have exceed the environmental capacity. In order to solve the increasingly serious environmental problems, we need to seek a cost-effective means of environmental governance. Emission trading as a market-based means of pollution control, and gradually by all aspects of concern and attention.Research on emissions right trading carried out not long ago, especially water emiss ions right trading in our country, so there were few domestic academic circles on the rese arch. Problems of water environment were more complicated than that of atmosphere env ironment, so the water emissions right trading was more popular than the air emissions ri ght trading. Qingdao became a pilot city of pollution-discharge right trading in Shandong province in2003. The basic work of atmospheric pollution total amount control has been completed. But the work of water emissions right trading was not on the agenda in Qing dao.Based on the theory of parsing pollution discharge right trade, this article discusses the emission rights trading economics foundation, states theoretic elaborated emissions generated by the system of rationality, introduces domestic and international emission trading implementation success case and combines with China’s actual conditions from which to ask questions and get inspiration. This paper combines the actual conditions of Qingdao to study Qingdao city water pollution discharge right trading system and establish the Qingdao city water pollution discharge right trading system, providing reference for Qingdao city after developing water pollution discharge.
