The service industry cluster can not only improve competitive power of services,can further improve the level of manufacturing industry agglomeration and urbanization, is the important way of obtaining the economic strength for the countries and regions in the age of the knowledge economy. The domestic and foreign research on the services convergent is little, research on the government function orientation in the agglomeration development process is less. However when the agglomeration development level is not high and economic relatively is low, the function of the government in the areas is very outstanding in industry guidance, public service, supervision and management. Service industry centralizing of our country is still in the primary stage, it is necessary to orient the government function, improve the level of concentration, strengthen urban comprehensive competitive power.Through static analysis of the services convergent, This thesis points out the service industry centralizing system include core system, supporting system, and external environment system. Interaction of each system cultive cost advantages, external economic advantage, and brand advantages and innovation superiority. Through analysis of the life cycle, constructing the dynamic system of the services convergent, and points out the services convergent features of ever stage. Based on the Government’s roles and conducts, summarizing the main function orientation, with strong theory and the instruction significance. Finally selecting hangzhou service industry agglomeration development case, suggesting the function of the government.
