The modern service industry has the characteristics of low energy consumption and high added value,which is the new power of industrial structure adjustment in the post industrial era.The regional governments have taken the strategic measures to actively develop the modern service industry to varying degrees,and achieved remarkable results.The development level of modern service industry has become an important tool to measure the level of urbanization.Accelerating the development of modern service industry is of great significance for maintaining steady and rapid economic growth,adjusting economic structure,absorbing new jobs,enriching urban functions,realizing scientific and green development,and improving and upgrading regional complex.From the perspective of public management,this paper analyzes the relationship between the development of regional modern service industry and the positioning of government functions by using the new public management theory and new public service theory,and emphasizes the necessity of developing regional modern service industry and the role of government actively participating in it.Taking District X of Chengdu City as an example,this paper analyzes the basic situation,development process,measures taken by the government in the development of modern service industry and the effectiveness of its functions.Starting from the positioning of government functions,it puts forward suggestions on the development of modern service industry from the aspects of planning guidance,policy support,strengthening supervision and improving public services.It advocates more scientific government governance and efficient public services to make up for the problems such as the poor structure of modern service industry and the lagged development of factor market,and is committed to reducing the externality and information asymmetry in the development of modern service industry;it refers to the experience of cities with higher development degree of modern service industry at home and abroad,and puts forward the function orientation of the government to promote the development of modern service industry discussion. |
