Study Of The Diversity Of Governors Of Society In Public Affairs In China

With the deepening reform and opening up, the lack of public goods is gradually replacing the lack of private items which has become one of the major contradiction that the society faces.The awakening of civic consciousness,the rise of social-democratic movement, at the same time, our people have the freedom of speech increasingly, the gradual expansion of social forces,have weaken the authority of the government on different degree, the main range of social governance in public affairs has gradually expanded from the traditional government to citizens, non-governmental organizations, third sector and relevant interest groups, etc. Looking at the development of all countries in the public domain, partnership has become a consensus among all countries. However, unitary of the authority of governance in public affairs, lack of authoritative legitimacy, the credibility of government is not high, authority abuse, Chinese immature the Third Sector and civil society, and so on, have been unable to meet the demands of multiple interests, have affected the legitimacy of the authority of governance in public affairs ultimately. Therefore, the diversity of authority will become an inevitable trend to the model of the governance in public affairs.This paper is based on the analysis of the general theory of governance in public affairs and the text interpretation of the authority of governance, combine with the current situation of authority of governance in public affairs in our country, point out the main reason that hindered from our diversification of the authority of governance. To solve these problems, we combine the oretical methods with empirical research methods in this paper, look into the problems in depth, give objective evaluation to what has been achieved, summarise the representative successful experience of foreign countries, combine with the reality of our country, by the cultivation of the legal authority, government authority, the Third Sector authority and the authority of the mass media , find the way of how to achieve the vision of the diversity of governors of society in public affairs in China. First, cultivate the authority of law, including speeding up the construction of legal system and integrating the rational and emotional elements into legal; Second, cultivate the authority of the government, including the transformation of government functions, re-establish the credibility of the government and the authority of non-sense posts; Third, cultivate the authority of the Third Sector, including improving financial support system and maintaining the independence of the Third Sector and the civic spirit of public participation; Fourth, cultivate the authority of the mass media, including strengthening the construction of the mass media and developing culture and education.
