Haitian revolution broke out in1791and it was significant for the West Indies which hadbeen early colonized by the European powers. While the newly independent United Stateslocated in the north of the colony belonging to France and its motherland as the source of theenlightenment was waging a surging revolution inspired by the ideas of democracy, equalityand philanthropy, the barbarous slavery was still sustained on the colony, therefore the slavesin the western St. Domingue rallied to revolt against French colonial domination and slaveryin the contest of the above difficult situation. However, the uprising gave a forceful effect onthe area around, not only challenging the old colonial system in a world-wide view, but alsobringing a far-reaching influence into the neighboring regime to some extent, especially thenewly independent United States. Consequently, the rebel was certain to influence the earlystate polity of America, namely about what response of the early republic to the Haitian eventwas and how the United States dealt with the Haitian issue. The article will mainly focus onthe study about the reaction and response to the Haitian revolution during the Jeffersonpresidency, first of all, the writing is to introduce the Haitian revolution and the policies of the Federalist Administration to Black Haiti, but when Jefferson took office in1801,Americareversed the precedent pro-rebel policies into hostility to Toussaint, after that, confrontingwith the danger from French imperialist ambition of America, Jefferson Administration againchanged the pro-France attitude into pro-rebel policy; Finally, the United States adoptednonrecogniton of Haiti republic, in the whole procedure, both the federalist administration andthe republic administration gave a hand to the black rebels, but Jefferson Administration wasmaking Haitian policies not only considering the traditional security, but also confrontingvulnerable racialism and slavery issue. The essay would analyze the deep motivation behindthe policies and their influences; Moreover, after comparing the differences of the Haitianpolicies between the two early Parties of America, the article will reveal the essence of thearguments; At the end of the article, it is necessary to conclude the Latin American policy.
