| In the 1970 s,due to the sluggish domestic economy,the United States was deeply involved in the Vietnam war abroad,resulting in the gradual transformation of the competitive situation between the United States and the Soviet Union into the situation of the Soviet Union attacking and defending the United States.In the early days of Carter’s administration,the policy of "human rights diplomacy" promoted the development of the U.S.-Soviet relations in the 1970 s.Then in April 1978,the Afghan revolution broke out and the pro Soviet people’s Democratic Party took power.In December 1979,the armed invasion of Afghanistan by the Soviet Union led Afghanistan to the track of the Soviet Union.The disappearance of Afghanistan,as an important buffer to intercept the expansion of Communist influence,posed a serious threat to the U.S.oil interests in the Middle East,led to the complete end of the U.S.-Soviet detente in the 1970 s,and the cold war once again entered a white and hot stage.The Carter administration completely reversed its attitude towards the Soviet Union and immediately responded by proposing "Carter doctrine".Under the influence of Burzezinski,a hawkish diplomatic adviser,President Carter began to give aid to the "mujahideen" in Afghanistan.From a small amount of nonmilitary materials in the early stage to a large amount of funds and military materials,he planned to shape Afghanistan as the "Vietnam" of the Soviet Union.The U.S.response to the Soviet intervention in Afghanistan during the Carter administration not only changed the U.S.foreign policy,but also set the tone for the later cold war between the U.S.and the Soviet Union.This paper is divided into three partsThe first part is a review of the US policy towards Afghanistan since the independence of Afghanistan and before and after the outbreak of the cold war.This paper combs the origin of the Soviet Union’s intervention in Afghanistan,the slow development process of the diplomatic relations between the United States and Afghanistan from the diplomatic recognition to the formal establishment of diplomatic relations.After World War II,the struggle between the United States and the Soviet Union for Afghanistan has begun to appear.The United States’ policy towards Afghanistan was influenced by the Soviet Union.At this time,it actively tried to maintain Afghanistan’s neutral and buffer status through economic assistance and other measures.The second part focuses on the U.S.response to the Soviet Union’s invasion of Afghanistan during Carter’s administration.In the early stage,the relationship between the two countries was strengthened under the influence of a more relaxed foreign policy on human rights,while in the later stage,due to the deepening of the Soviet Union’s intervention in Afghanistan,from the "April revolution" to the final military invasion,the U.S.Carter doctrine was introduced,And the implementation of a series of response measures against the Soviet Union.The third part analyzes the reasons and influence of the transformation of us Arab relations during Carter’s administration.The U.S.policy toward Afghanistan is a part of the U.S.Cold War policy toward the Soviet Union.With the change of the struggle situation between the U.S.and the Soviet Union,the U.S.takes this opportunity to shape Afghanistan as the "Vietnam" of the Soviet Union.The interference of the United States and the Soviet Union in Afghanistan has led to the long-term division of the internal situation in Afghanistan and the enhancement of the influence of international terrorist forces. |
